A code for every public project: OpenCUP joins the warehouse

Every Italian public project — a renovated school, a resurfaced road, an incentive to a business, a grant after a flood — has carried a unique code since 2003: the CUP, Italy’s Unique Project Code. It’s how the state tracks where public money goes, regardless of who is funding it.

That code is now in Reactive’s open data warehouse. OpenCUP brings 11.8 million projects: the entire universe of Italian public investment since 2003, not just the EU cohesion-fund projects already in the catalogue for a few weeks. Any project, in any town, funded by any source — national, regional, municipal, private. The warehouse now stands at 238 datasets.

For each project: what’s being built, who’s carrying it out, where, how much it costs, how it’s funded, how far along it is. Geolocated across nearly the whole country, it joins on its own with the rest of the catalogue — population, the registry of public bodies, public tenders — through the town.

The circle closes

The Public tenders app — which already showed public tenders and cohesion-fund projects for your town — gains a new tab: All projects. Not just tenders or EU funds, but the whole portfolio of public investment touching your town, with a picture of where the money goes — public works, business incentives, grants, services — and how much each slice costs.

Together, the tabs tell the full story of a public euro: who calls the tender, who wins it, who funds it with EU money, and what happens to everything else — the bulk of public investment, which passes through neither a tender nor a cohesion fund.
